The World, Residence Ship, Also Lays Up.

The World, Residence Ship, Also Lays Up.

The World
The World cruise ship.

The World, Residences at Sea, the world's only residential cruise ship, has been taken out of service with immediate effect from March 17 to approximately May 30 2020.
According to a statement, the company said that all residents and guests has disembarked and crew manning will be reduced to a minimum staff.
The vessel is privately owned and home to approximately 150 families from 19 countries and has an average resident and guest occupancy of 150 to 200 people.
"This decision was not an easy one, however protecting the health and safety of our residents, guests and crew is our number one priority. We will continue to remain aggressive in our proactive approach and in maintaining our high standards," the statement said.

Cruise Lay Up Best Practices: Be Ready to Enter Service

Cruise Lay Up Best Practices: Be Ready to Enter Service

Cruise Ship in Nassau

The key to laying up a cruise ship may be in the preparation to quickly enter revenue service again, according to Per Bjornsen, director, V.Ships Leisure.
“The only option right now is a hot lay-up,” he told Cruise Industry News. “That means the ship runs on its own power, its own systems and there is a crew; a proper crew onboard maintaining the vessel.”
That is a full deck and engine crew and some hotel crew to cater, clean and run various hotel systems.
The ship will thus be ready to resume regular passenger service on short notice.
“You need to make sure the systems are running, going into cabins every day and running the water for example,” said Bjornsen.
Overseeing multiple cruise ships for various brands, Bjornsen said the company was ready to support industry players with a wide network of offices.
“If you want to support your vessel from a shore-based organization, the vessel should be laid up where you have an office,” he said, noting most borders in Europe were closed. “We have the offices, the network and our operation are more resilient.”
V. Ships Leisure is also looking at synergies among its clients and talking to other cruise lines he said, considering putting ships in one place or port, for best practices.
“We are discussing these synergies as they relate to operating costs to see how we can be looking after ships together in the best possible way.”

Carnival Corporation agrees $3bn in borrowing as cruises halted

Carnival Corporation is to borrow $3 billion under a credit agreement for six months as the coronavirus crisis triggered a shutdown of global cruise operations.

Tapping the credit facility will increase the group’s cash position and “preserve financial flexibility in light of current uncertainty in the global markets resulting from the Covid-19 outbreak”.

The proceeds from the borrowings will be available to be used for working capital, general corporate or other purposes, the corporation said.

The move to bolster the world’s largest cruise company’s financial position came as its UK brands, P&O Cruises and Cunard, suspended operations until April 11 after other brands such as Princess Cruises paused operations.

Carnival Corporation said: “Due to the spread and recent developments, including growing port restrictions around the world, related to the Covid-19 outbreak, the corporation previously announced a voluntary and temporary pause of its fleet cruise operations by its continental Europe and North American brands.

“Subsequently, the corporation implemented a temporary pause of its global fleet cruise operations across all brands. Each brand has separately announced the duration of its pause.

“Significant events affecting travel, including Covid-19, typically have an impact on booking patterns, with the full extent of the impact generally determined by the length of time the event influences travel decisions.

“The corporation believes the ongoing effects of Covid-19 on its operations and global bookings will have a material negative impact on its financial results and liquidity.

“The corporation is taking additional actions to improve its liquidity, including capital expenditure and expense reductions, and pursuing additional financing.

“Given the uncertainly of the situation, the corporation is currently unable to provide an earnings forecast, however, we expect results of operations for the fiscal year ending November 30, 2020, to result in a net loss.”

The group’s cruise lines operate 105 ships with 16 new vessels due to be delivered by 2025.

Canada implements cruise restriction

Canada implements cruise restriction

Alaska cruises from Seattle must call in Victoria, B.C., in accordance with U.S. cabotage laws.
Alaska cruises from Seattle must call in Victoria, B.C., in accordance with U.S. cabotage laws.
Canada’s government will restrict cruise ships with more than 500 passengers from calling at its ports until at least July 1, delaying the start of the Alaska cruise season for most large ship lines.
The decision will impact Alaska cruises from Seattle that have to call in Victoria, B.C., in accordance with U.S. cabotage laws requiring foreign-flagged ships sailing from U.S. ports to call in a foreign port before returning to the U.S.
Small-ship lines that operate in Alaska with U.S.-flagged ships such as Lindblad Expeditions, Alaska Dream Cruises, Uncruise Adventures and American Cruise Lines will not be impacted.
The restriction won't impact Canada/New England cruise itineraries, as that season starts after July 1.
More than 140 cruise ships from 10 countries docked in Canada last year, Canada said, bringing at least 2 million travellers to the country. The country also deferred all cruise vessel calls in the Canadian Arctic for the entire cruise season this year, citing the limited public health capacity in Canada’s Northern communities.
Canada’s chief public health officer has already issued a health advisory recommending that Canadians avoid going on cruise ships.
“There is no immediate solution to allow cruise ships to operate in Canada while adequately containing the public health risk associated with Covid-19, other than delaying the start of the cruise ship season,” said Canada Minister of Transport Marc Garneau. “We do not take these decisions lightly and will continue to reassess as the situation evolves.”

The present plan is for a vast majority of the crew to remain onboard, Coates said.
The company plans to resumes operations on April 24.

Sky Princess
With six ships sailing from South Florida, Princess Cruises has put together a detailed plan for what to do with its ships and crew during its temporary suspension of service, according to crew aboard the ships.
The Caribbean Princess, Sky Princess, Regal Princess, Emerald Princess, Crown Princess and Island Princess are in the Caribbean sailing from South Florida and will spend the immediate future at anchorages in the Bahamas with weekly calls into Princess Cays, the brand's private island.
A substitute port could be Port Everglades, according to a company document.
Calling it an immediate, low-cost layup proposal, the plan keeps the ships ready to return to service on short notice and defers repositioning decisions, according to a letter sent to crew aboard the ships.
The company plans to have the ships stay at Great Isaac Anchorage.
Crew disembarkation plans are pending, and the company plans to have each ship call at Princess Cays once a week, where the crew will be able to use the island.
In its letter sent to the crew, the company also notes operations at Princess Cays will include making space for operations from Carnival Cruise Line vessels.

Royal Caribbean Suspends U.S. Cruises, Joining Rivals

Royal Caribbean Suspends U.S. Cruises, Joining Rivals

March 13 (Reuters) – Royal Caribbean Cruises Ltd said on Friday it was suspending its cruises in the United States for 30 days, an hour after Norwegian Cruise Line Holdings Ltd said it suspended all its cruise voyages through April 11.
Earlier larger peer Carnival Corp’s Italy-based unit Costa Cruises halted its trips until April 3. Carnival’s other subsidiary Princess Cruises had suspended its voyages for two months on Thursday.
Costa Cruises accounted for 15% of Carnival’s overall capacity as of Nov. 30, offering voyages in Asia and Europe, including the Mediterranean.

The Princess Cruises unit has been in the spotlight after its Diamond Princess and Grand Princess ships were quarantined after they became hotbeds for coronavirus infections.
Norwegian, however, said no confirmed case of the virus was reported across its 28 ships.
Walt Disney’s Disney Cruise Line and Finland’s Viking Line have also temporarily paused operations as the global cruise industry battles cancellations in the wake of the fast-spreading virus.
The outbreak, described by the World Health Organization as a pandemic, has infected thousands in the Mediterranean countries such as Italy, where it has claimed more than 1,000 lives.
Carnival said it was checking if their guests are aged over 70 years and would deny entry to people with chronic or severe medical conditions.
Separately, credit rating agency S&P Global said it lowered the credit ratings on Carnival and its unsecured debt to ‘BBB’ from ‘A-‘, on expectations of a significant loss in revenue and cash flow in 2020.
Stocks of cruise operators are among the worst hit, with Carnival, Norwegian and Royal Caribbean down between 66% and 81% this year through Friday’s close. (Reporting by Praveen Paramasivam in Bengaluru; Editing by Sriraj Kalluvila and Krishna Chandra Eluri)

Princess Cruises to Suspend Operations for 60 Days

Princess Cruises to Suspend Operations for 60 Days

Royal Princess
Princess Cruises announced will temporarily and voluntarily pause all ship operations for 60 days, calling it a proactive response to the unpredictable circumstances evolving from the global spread of COVID-19 and in an abundance of caution.
The company will voluntarily pause global operations of its 18 cruise ships for two months (60 days), impacting voyages departing March 12 to May 10.
"Princess Cruises is a global vacation company that serves more than 50,000 guests daily from 70 countries as part of our diverse business, and it is widely known that we have been managing the implications of COVID-19 on two continents," said Jan Swartz, president of Princess Cruises. "By taking this bold action of voluntarily pausing the operations of our ships, it is our intention to reassure our loyal guests, team members and global stakeholders of our commitment to the health, safety and well-being of all who sail with us, as well as those who do business with us, and the countries and communities we visit around the world," added Swartz.
Those currently onboard a cruise that will end in the next five days will continue to sail as expected through the end of the itinerary so that onward travel arrangements are not disrupted. Current voyages that are underway and extend beyond March 17 will be ended at the most convenient location for guests, factoring in operational requirements.
Princess will do everything possible to return each guest home with the greatest amount of care possible, the company said.
For those who are impacted by this business decision, Princess is offering guests the opportunity to transfer 100% of the money paid for their cancelled cruise to a future cruise of their choice. To add a bonus incentive for guests to accept this offer, the company will add an additional generous future cruise credit benefit which can be applied to the cruise fare or onboard expenses. In addition, Princess will honour this offer for those guests who had made final payment and cancelled their booking on or after February 4, 2020. The future cruise credit can be used on any voyage departing through May 1, 2022.
Princess will protect travel advisor commissions on bookings for cancelled cruises that were paid in full and for the total amount of the future cruise credits, in recognition of the critical role they play in the cruise line's business and success.
If the future cruise credit option does not work for some guests, they will be able to complete an electronic form on Princess.com to request a cash refund. Princess asks guests not to call the Reservation Call Center due to the possibility of high call volumes and the potential of long on-hold wait times due to this unprecedented action. Guests and their travel advisors will be sent communications on how to manage cancellations and desired compensation. Information and instructions for requesting a refund are available online at Princess.com
Princess Cruises plans to be back in operation beginning with cruises departing May 11, 2020.

Pence: Cruise Industry Delivers Comprehensive Proposal

Pence: Cruise Industry Delivers Comprehensive Proposal

Mike Pence
The cruise industry delivered a comprehensive health plan to the federal government on Tuesday, according to Vice President Mike Pence, speaking at a Tuesday evening press conference at The White House.
The plan was not made immediately available, but Pence said the government would review it in the next 24 hours.
Pence added that the plan includes advanced screening, improved medical services aboard the ships, airlift evacuation and land-based care protocols, all at the expense of the cruise lines.
Pence said President Donald Trump had an objective to make cruise lines safer.
In addition, Pence said the vulnerable population should not take a cruise.
Later in the press conference, he was asked if a bailout was on the table for the cruise industry, and did not answer the question.
Meanwhile, a separate report said that California Governor Gavin Newsom was reviewing the state's legal options in regards to restricting the cruise industry.

Royal Caribbean Comments on Liquidity Actions and 2020 Outlook

Navigator of the Seas
Royal Caribbean Cruises today announced that due to the spread and recent developments related to the COVID-19 outbreak, the company has increased its revolving credit capacity by $550 million bolstering the company's liquidity, according to a press release.
The company is pursuing additional actions to improve its liquidity by reducing capital expenditures, operating expenses and taking other actions to improve liquidity by at least a further $1.7 billion in 2020.
The company is also planning reductions to the 2021 capital expenditures and operating expenses.
The company had previously communicated that its 2020 guidance did not include the impact of the COVID-19 outbreak.
Given the recent government actions and the heightened impact and uncertainty of changes in the magnitude, duration and geographic reach of COVID-19, the company is withdrawing its first quarter and full-year 2020 guidance.
"These are extraordinary times and we are taking these steps to manage the company prudently and conservatively," said Richard D. Fain, chairman and CEO.  "I am proud of the work our teams are doing to address this unprecedented situation."

U.S. State Dept. Issues Cruise Travel Warning

U.S. State Dept. Issues Cruise Travel Warning

U.S. State Department LogoThe U.S. State Department has issued an updated travel warning for American citizens considering travel by cruise ship.
"U.S. citizens, particularly travellers with underlying health conditions, should not travel by cruise ship," the State Department has said in a statement posted to its website on Sunday, March 8.
"CDC notes increased risk of infection of COVID-19 in a cruise ship environment. In order to curb the spread of COVID-19, many countries have implemented strict screening procedures that have denied port entry rights to ships and prevented passengers from disembarking. In some cases, local authorities have permitted disembarkation but subjected passengers to local quarantine procedures. While the U.S. government has evacuated some cruise ship passengers in recent weeks, repatriation flights should not be relied upon as an option for U.S. citizens under the potential risk of quarantine by local authorities.
"This is a fluid situation. CDC notes that older adults and travellers with underlying health issues should avoid situations that put them at increased risk for more severe disease. This entails avoiding crowded places, avoiding non-essential travel such as long plane trips, and especially avoiding embarking on cruise ships."

Onboard the Celebrity Edge, an all-female bridge and onboard leadership team set sail yesterday, commemorating International Women’s Day.
Led by Captain Kate McCue, the first American female cruise ship captain, who was accompanied by 26 other women representing 16 different countries, the Celebrity Edge sailed out of Port Everglades and began its seven-day Caribbean journey.
Retiring Pilot Boat Captain Cheryl Phipps, one of only a few female pilot boat captains in the country, led the ship out to sea.
Also, in celebration of International Women’s Day, Celebrity Edge-lit up the high seas with a vibrant purple glow, the colour associated with the day.

“I fell in love with cruise ships at age 12 when my family took its first cruise vacation. At the end of the trip, I asked my Dad if he thought I could be a cruise director someday and he replied that I could drive the ship if I wanted to. Five years later, I enrolled at the California Maritime Academy and nineteen years later I became a Captain,” said Captain Kate McCue. “I firmly believe that you have to see it, to be it. My hope is that today we inspire a new generation of young girls and women to chart their own course of pushing boundaries and breaking barriers to be whatever it is they want to be.”
“To ‘man the bridge’ with 100% women and to fill every leadership role onboard with women is truly significant. I am so proud of these accomplished women, who worked tirelessly to be the best person for the job in a traditionally male-dominated industry and I am honoured to work alongside them,” said Lisa Lutoff-Perlo, president and CEO, Celebrity Cruises. “Advancing gender equality in our industry takes a purposeful and focused commitment because it is not easy. This is such meaningful progress and we’re just getting started.”
Onboard for the sailing are women in other fields including Madeline Stuart, the first Supermodel with down syndrome; Kellee Edwards, the first black woman to host a national adventure travel show; and child prodigy artist Autumn de Forest; international jewellery designer Reout Kallati; and fashion designer Mary Frances. The seven-night sailing will celebrate other female achievements through a variety of events including panel discussions, gallery exhibitions featuring female artists, excursions to women-led businesses in the ports the ship visits, and a cinema series putting female directors, actors and inspirational narratives centre stage.

Celebrity Cruises moves Apex’s naming ceremony from Southampton

Celebrity Cruises moves Apex’s naming ceremony from Southampton

Image result for Apex princess cruise

Celebrity Cruises has postponed the naming ceremony of new ship Celebrity Apex this month in response to the coronavirus outbreak, but two planned inaugural sailings are still to go ahead.

Apex was due to be named in Southampton on March 30 – the event would have been the first time Celebrity Cruises named a ship in the UK for ten years.

The Edge-series ship’s naming ceremony will be rescheduled to take place later this year in Fort Lauderdale, Florida, from where it will sail to the Caribbean this winter.

The line’s two two-night inaugural sailing events, which around 1,000 UK and Irish agents have been invited to, are expected to go ahead as planned on March 28 and March 30.

A Celebrity Cruises spokeswoman said it would be insensitive to the wider industry for Celebrity to host the event when companies are dealing with the fallout of the coronavirus outbreak.

She added: “We [the UK] are still getting the ship first out of the shipyard, and we can’t wait to show her off to all our trade partners.

“It’s a great opportunity for us to celebrate our ship in the UK market, but it’s times like these where we have to be sensitive to the environment the wider industry is working in.”

In a letter to guests due to attend the naming ceremony, Celebrity’s president and chief executive Lisa Lutoff-Perlo said: “We always expected Apex to be an extraordinary ship, but the extraordinary times we’re living right now have come as a surprise.

“Those who know me, or even know of me, know that I’m not much of a traditionalist. One tradition I do cherish, however, is the tradition of launching a new ship with a groundbreaking naming ceremony, and a groundbreaking godmother [technology activist Reshma Saujani]. I believe the karma and energy around the naming of a ship and its godmother are important to its future, its guests and its crew.

“To that end, we believe that continuing with the naming ceremony in the current environment would be inconsistent with the spirit and intention of such an important and meaningful event. We have therefore made the difficult decision to postpone our formal naming ceremony until later this year and will name Celebrity Apex when she arrives in Fort Lauderdale to begin her Caribbean season.”

Additional health and safety measures have also been implemented on Celebrity ships, which have been subject to “special sanitising”, Lutoff-Perlo said.

Any guest, or crew member, who has travelled to, from, or through China, Hong Kong, Macau, Iran, South Korea, or Italy within 15 days of departure will not be allowed to board, including those who had connecting flights in affected countries.

For the inaugural sailings from Southampton, all guests and crew are to receive a pre-boarding health screening and anyone with a temperature of 100.4 or higher will receive additional medical screening and/or be denied boarding.

Lutoff-Perlo added: “While we find ourselves in uncharted territory and, as our captains will tell you, sooner or later everyone who sails into rough seas eventually sails into calmer waters. I know we are all anxiously awaiting those calmer waters.

“The health and safety of our guests and our crew are now, and have always been, at the forefront of everything we do every single day. These protocols are attached for your reference.”

Passengers on a Princess Cruises ship off the coast of California have been confined to their cabins following the death of a guest from coronavirus after a previous cruise.

Health tests were carried out yesterday on 45 passengers and crew on board Grand Princess with the results due today (Friday).

The US Coast Guard delivered sampling kits to the ship by helicopter.

Around 140 Britons are reported to be on the ship.

A spokesperson for the line said: “Princess Cruises can confirm there are 3,533 people currently onboard Grand Princess, including 2,422 guests and 1,111 teammates. In total, they represent 54 nationalities.

“Following guidelines received today from the US Centers of Disease Control, all guests have been asked to stay in their staterooms while test results are pending.

“Guests are receiving meal deliveries in their staterooms by room service, and additional television and movie options have been added to in-room programming.

“Guests have also been provided complimentary internet service to stay in contact with their family and loved ones, and the ship’s internet bandwidth has been increased.

“Immediate family members of guests onboard Grand Princess may call the appropriate number in their region to speak with family assistance representatives: US and Canada: +1 888-358-8055, International: +1 872-201-6779.”

The company stressed that there are no confirmed cases of coronavirus on board.

The line’s Diamond Princess was quarantined in Japan in early February for 27 days. Six of its passengers – including the first Briton – died after contracting the virus.

Meanwhile, Princess Cruises is changing its cancellation policy on a temporary basis for departures up to May 31.

The revised policy is being introduced “to assist passengers in making decisions regarding their cruise holidays during the evolving worldwide coronavirus situation”.

The details vary by departure date:

April 3 or earlier: Cancel up to 72 hours before sailing to receive a future cruise credit (FCC) for 100% of cancellation fees.

April 4-May 31: Cancel by March 31, 2020, and receive an FCC for 100% of cancellation fees.

Meanwhile, for cruises from June 1–June 30, the final payment moves to 60 days prior to sailing from 90 days.

Passengers that choose to keep their booking for departures between March 9 and May 31 will receive the following complimentary onboard spending money:

$100 per cabin for 3-day and 4-day cruises
$150 per cabin for 5-day cruises
$200 per cabin for 6-day and longer cruise

Fred Olsen Cruise Lines puts shipbuilding programme on hold

Fred Olsen Cruise Lines puts shipbuilding programme on hold

Image result for braemar cruise ship

The boss of Fred Olsen Cruise Lines said its shipbuilding programme has been put on hold amid high prices for slots in yards across the world.

Chairman Fred Olsen Jnr revealed in 2018 that the line was looking to place an order for a 600-passenger ship to expand to its existing four-ship fleet.

Olsen Jnr, pictured, said it was “not all doom and gloom” as the line had refurbished ships Braemar, Balmoral and Black Watch last year and plans to revamp Boudicca this autumn.

“We had a serious look last year at a small ship,” he said. “We are staying calm for the moment. We do have a shipbuilding programme, but the prices are high in the shipyards.”

Fred Olsen Cruise Lines targets ‘exploration’ cruise growth

Managing director Peter Deer, who took over from Mike Rodwell last year, said it was his job to put the concept together and persuade Olsen Jnr and his family to invest in a new vessel.

However, he added: “We know that the moment is not right today. We are getting better with creativity but it will take some time before we get there with that. Bear with us, we are going in the right direction.”

Meanwhile, Braemar was prevented from docking in La Romana in the Dominican Republic last week due to “a small number of influenza-like cases on board”.

Olsen Jnr admitted that the line was working hard to provide reassurance to customers over the spread of coronavirus during these “troubling times”.

“We’re trying to provide reassurance so that they do not get scared,” Olsen Jnr said. “We just need to reassure the public and tell them to go and enjoy their holiday.”

The line has launched a new “booking reassurance guarantee”, allowing passengers to cancel their cruise for free and change to another sailing in the same year.

The deal applies to new bookings made from March 4 until May 5.

“It is important that we work together so people continue to travel,” Deer added. “Risk is everywhere…let’s carrying on cruising.”

Passengers on MSC Opera were ordered to stay on board on Wednesday after an Austrian passenger from a previous cruise tested positive for coronavirus.

Austrian health authorities informed the line of the test results of the passenger who cruised in the eastern Mediterranean from February 17 to 28 on the 2,142-passenger ship.

MSC told passengers to remain on the vessel after requesting guidance from Greek health authorities.

The line has confirmed no passengers or crew members on the ship have any flu-like symptoms.

The Austrian passenger returned directly to Austria through northern Italy on February 28 after disembarking in Genoa.

A spokesperson for MSC said: “The Greek health authorities gave MSC Opera permission around 13:00 CET to sail from Piraeus, Greece, and continue its journey to its next scheduled port in Corfu, Greece.

“No additional health measures were required to be taken and the ship is currently sailing as planned.

“There are no passengers or crew members currently onboard the ship who have reported any flu-like symptoms.”

The spokesperson also added: “The health and safety of our passengers and crew will always remain our top priority.”

Last week MSC Meraviglia was denied entry to Ocho Rios, Jamaica, and George Town, Grand Cayman Island, over fears a crew member had coronavirus even though tests had shown they had Type A influenza.

The ship later was finally allowed to dock in Cozumel, Mexico and the line issued an apology to passengers for the missed ports of call.

Passengers face the prospect of being denied boarding onto cruise ships due to enhanced screening measures being adopted by global cruise lines in response to the spread of coronavirus.

The new policies have been outlined by cruise industry body Clia.

The association said: “With strict measures in place, as guided by national and international health authorities, Clia and its member lines, in concert with pronouncements from the World Health Organisation, do not believe restrictions on the movement of ships are justified.”

Clia president and chief executive Kelly Craighead added: “The adoption of these measures further demonstrates the cruise industry’s unique ability to respond quickly as circumstances evolve.

“We remain in close contact with local governments around the world, and while we regret that these changes will result in the denial of boarding for some of our guests, travellers should know that their health and safety is the absolute priority for the industry.”

Under the changes, ships will deny boarding to anyone who has travelled from, visited or transited via airports in South Korea, Iran, China, including Hong Kong and Macau, plus areas in Italy under lockdown within 14 days prior to embarkation.

Lines will also conduct illness screening for people who have travelled from, visited or transited via airports in any destinations listed on the US Centers for Disease Control and Prevention (CDC) coronavirus disease list page within 14 days before embarkation.

“Illness screening includes symptom history checks for fever, cough and difficulty breathing in the 14 days before embarkation and taking of temperature,” Clia said.

Passengers will also be denied boarding if they have had contact with, or helped care for, anyone suspected or diagnosed as having the virus or who are subject to health monitoring for possible exposure to Covid-19 within two weeks prior to sailing.

Companies will conduct pre-boarding screening “necessary to effectuate these prevention measures”.

Enhanced screening and initial medical support will be provided to anyone exhibiting symptoms of suspected coronavirus.

The association added: “In co-ordination with cruise lines, medical experts and regulators around the world, Clia and its member lines will continue to closely monitor for new developments related to Covid-19 and will modify these policies as necessary with the utmost consideration for the health and safety of passengers and crew.

Coronavirus outbreak ‘biggest tourism challenge since 1991 Gulf War’

Coronavirus outbreak ‘biggest tourism challenge since 1991 Gulf War’

The coronavirus crisis means tourism into Europe faces its biggest challenge since the 1991 Gulf War, a trade association has warned.

The threat posed by the virus and the “inherently irrational” fear generated by the threat has been highlighted as the two main problems by the European Tourism Association (ETOA).

Chief executive Tom Jenkins said: “The new coronavirus outbreak is posing extraordinary difficulties for the European Inbound travel industry.

“Inbound European tourism is facing its toughest challenge since the 1991 Gulf War.

“There are two principal problems: the threat posed by the virus, and the fear generated by this threat.

“The first is comprehendible: strains of ‘flu are regular occurrences, though not with this level of celebrity status. The news from China that the epidemic is plateauing is heartening, as are the statistics on the severity of its impact on individuals.

“The second is the major problem as it is inherently irrational. Local governments spray antiseptic over buildings. Facemasks are used as a prophylactic against disease rather than a block to spreading it.

“You cannot reason with such irrationality. All you can do is file it alongside the cholera bonfires of the nineteenth century, rubbing yourself with a dead pigeon to cure the plague or striking an offending body part with a bible to cure syphilis.”

He added: “At best this is harmlessly weird behaviour, but it becomes genuinely alarming when confidence is eroded.

“A balance has to be struck between containing what is becoming a pandemic and the damage such containment measures cause.

“The danger lies when governments act because they feel they need to pander to fear. This fans the problem that it ostensibly seeks to extinguish, as they struggle to control what they cannot influence.

“Public panic is a natural reaction to authorities addressing what they assert is a crisis with floundering impotence.  What is served by a country stopping outbound trips, but allowing inbound visitors?”

ETOA expects coronavirus will continue to spread within the next three weeks, and then gradually “fizzle out” over the following six weeks.

“Influenza outbreaks are seasonal and dissipate with the spring. It is likely that the pandemic of fear will run for the same period,” Jenkins said.

“The third, which is the wider economic impact is harder to establish, but we have to assume that the impact of a shut down in the Chinese manufacturing sector, combined with a crisis of confidence in the service sector, will depress demand.

“How far this occurs is contingent on how governments handle the crisis. If the coronavirus scare triggers a recession, then the figures projected will have to be downgraded.

“It ought to be remembered that influenza outbreaks are seasonal: they tend to dissipate with the spring in the northern hemisphere. But it is likely that the pandemic of fear will run for the same period.”

ETOA operators will continue to run tours, unless “explicitly ordered otherwise,” Jenkins stressed.

“People from a non-affected area visiting another non-affected area pose no threat.

“As an association, we are running all scheduled events and attending all forthcoming events.

“Tourism is a vital component in the economy and a bell-weather for confidence in the service sector. Where it can continue, it must.

“We have every intention of running our China European Marketplace (CEM) in Shanghai on May 12 – this is where European suppliers meet Chinese buyers.

“China is a vital and growing market who now needs – it deserves – cultivation and support. The recovery will come, and we need to lay the groundwork now.”
