Carnival Charters Cruise Ship to FEMA and New Orleans to Provide Housing for Storm Responders

Carnival Cruise Line has announced an agreement to chartered its ship Carnival Glory to the city of New Orleans and FEMA to provide housing for first responders in the aftermath of Hurricane Ida.

Carnival Glory arrived at the Port of New Orleans on Friday and underwent a required U.S. Coast Guard inspection ahead of starting its official duties. The ship has now begun provisioning food, water and materials to prepare for up to 2,600 hospital workers, first responders, city and utility workers and other emergency personnel to join the ship.

Carnival Glory is planned to stay in port through September 18 to serve as emergency housing for frontline workers directly involved in the city’s infrastructure recovery and healthcare needs.

Related to the announcement, Carnival said it will cancel Glory’s cruise scheduled to depart on Sept. 12 and will plan to restart its guest operations with Carnival Glory from New Orleans on Sunday, Sept. 19. Carnival had already cancelled the Sept. 5 departure for Carnival Glory.

“While we want to provide the city of New Orleans with an economic boost by restarting guest operations, we want to first provide this critical housing support to address emergency needs and to get power restored to the region,” said Christine Duffy, president of Carnival Cruise Line. “We appreciate the understanding of our guests, who we know love New Orleans as much as we do.”

Carnival Fascination returns to San Juan

San Juan has regained its homeported Carnival Cruise Line ship, five months after Hurricane Maria knocked the Carnival Fascination out of the market.

The 2,056-passenger Fantasy-class ship was chartered to the Federal Emergency Management Agency for use by relief workers in St. Croix for several months after the storm while Carnival repaired damage to its terminal in San Juan.

The 24-year-old ship then went into a drydock to be upgraded before returning to cruising duty.  Several Funship 2.0 restaurants were installed during the drydock, including Guy's Burger Joint, the BlueIguana Cantina and Bonsai Sushi Express. Bar concepts new to the ship will be the Alchemy Bar, the RedFrog Rum Bar and the BlueIguana Tequilla Bar. The candy store Cherry on Top was also retrofitted to the ship.

The Fascination will depart San Juan on Sundays for seven-day round-trip voyages stopping in St. Lucia, Barbados, St. Kitts, St. Thomas and St. Maarten.

FEMA Carnival Charter Cost $74.7 Million

The Federal Emergency Management Agency’s (FEMA) charter of the Carnival Fascination will cost the agency $74.7 million, according to the contract between FEMA and Carnival Corporation, which was obtained by Cruise Industry News through a Freedom of Information Act (FOIA) request.

The ship was chartered to provide housing for relief staff in the United States Virgin Islands following a number of hurricanes in September.

The charter period runs from October 11, 2017, to February 3, 2018, at a cost of $39.7 million, while a separate provision for port costs and other vessel costs comes in at $35 million, totalling $74.7 million.

By comparison, a 116-day operating period for the 2,056-guest Carnival Fascination would have resulted in gross revenue of approximately $44.2 million (versus the $39.7 million for the charter), calculated using gross revenue per passenger day reported by Carnival Corporation in the fourth quarter of 2016 and analyzed by Cruise Industry News.

By comparison, FEMA chartered the Grand Celebration in a similar deal for $25.8 million. 

The contract stipulates Carnival will provide three hot and cold buffet meals per day as well as drink availability (water, coffee, tea, juice) between meals. Staterooms will be cleaned on a weekly basis. In addition, Carnival will provide access to public spaces for FEMA personnel.

The separate $35 million line item includes docking and port fees in San Juan, various logistics provisions, waste removal, fuel costs, incremental costs related to crew compensation, and the “refurbishment of the ship at the end of the charter period to bring the ship to the same standards as the beginning of the charter period.”

Carnival Fascination chartered to FEMA, San Juan departures canceled

Carnival Cruise Line said its ship operating out of San Juan, the Carnival Fascination, will be chartered to the Federal Emergency Management Agency (FEMA), wiping out four months of cruises.

The move came at FEMA's request, Carnival said. The cruise line had been set to resume its normal seven-day cruise schedule from San Juan on the Carnival Fascination on Oct. 15.

Instead, Carnival said departures from Oct. 15 through Jan. 28 have been canceled. The Fascination will resume regular year-round cruising from San Juan on Feb. 18.

"We recognize how important vacations are, and we sincerely apologize for the disruption this late change in plans has caused our guests and travel partners," a Carnival advisory said. "We value your trust in us and hope you understand that this decision was made after careful consideration of the great need to support the recovery efforts in the region."

Carnival also modified Caribbean itineraries on a variety of ships through Dec. 31 that substitute new ports of call for visits that had been scheduled for St. Maarten and St. Thomas.

Carnival joins Bahamas Paradise Cruise Line in chartering a ship to FEMA for hurricane relief efforts in the U.S. Virgin Islands.

In 2005, Carnival chartered three of its ships to FEMA for six months for emergency housing in New Orleans after Hurricane Katrina.

Cruise ship chartered for relief mission in St. Thomas

Bahamas Paradise Cruise Line said its ship has been chartered to the Federal Emergency Management Administration (FEMA) to assist hurricane-recovery efforts in St. Thomas.

The Grand Celebration will head for the storm-stricken destination in the U.S. Virgin Islands with arrival anticipated on Sept. 23. The mission is expected to continue into the later part of December, with Grand Celebration resuming its two-day cruises to Freeport from the Port of Palm Beach on Dec. 23.

St. Thomas was devastated by Hurricane Irma and is in line for more hurricane-force winds from Hurricane Maria. While in St. Thomas, the ship will be used to house National Guard first responders.

"We will be reaching out to all of our guests and travel partners this week," said Bahamas Paradise CEO Oneil Khosa. "We feel badly about this 90-day disruption but believe the extensive needs of the St. Thomas people to be of greater importance at this time."

The Grand Celebration, originally the Carnival Celebration, has 750 cabins and space for up to 1,900 guests.
